I think the chance should be fixed. let say 10%. who get the most greens streaks on 10% chance win, bcoz there's no way you will get more than 1 green on 1% chance or lower unless you are extremely lucky :) . And it's also fair for everyone who participate :)

We understand that most off all will play on 10%. But if someone wants to play with 0.01%, why not?
